LAND 3025 – CBRNE Defence Purchase Descriptions – Engineering Analysis

Systems Engineering and Engineering Analysis solutions for the LAND 3025 – CBRNE DPD Project.

The Noventus Role

Under the contract, Noventus mobilised a team of three engineers and analysts who had significant experience and skills related to Land Systems projects and in particular the ability to independently analyse CBRNE requirements and produce a large volume of corresponding DPDs.

Noventus personnel provided specialist knowledge of CBRNE equipment and carried all necessary qualifications, experience and competencies in order to be assessed and be granted by the Commonwealth a minimum Technical Regulatory Framework (TRF) Technical Proficiency Level 4.

The Business Need

The Department of Defence Surveillance, Simulation and Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) SPO required a deployable CBRNE capability to support special operations and deployed ADF forces under LAND 3025 Phase 1.

To achieve this, Defence required a trusted advisor with Systems & Software Engineering skills and experience to develop 53 CBRNE specific Defence Purchase Descriptions (DPDs) which could be issued to industry as part of the LAND 3025 Phase 1 equipment acquisition process.

Via a competitive tendering process, the Department of Defence engaged Noventus to complete this project.

The Noventus Solution

Noventus provided a ‘turnkey’ service to source all relevant data and then create, review and update all engineering / technical documentation and related administration and management processes required for 53 tender quality DPDs within budget and ahead of schedule.

Noventus delivered a reporting mechanism that provides the LAND 3025 Phase 1 Systems Engineering Manager with written monthly progress reports covering achievements from the preceding month, and planned activity for the forthcoming month.

Noventus successfully completed this project and the LAND 3025 Phase 1 Systems Engineering Manager provided the following letter of appreciation …

“The team’s flexibility, willingness for meticulous research and professional quality has brought results at each stage of the development of quantity 53 Defence Purchase Descriptions which supports the Land 3025 Phase 1 Deployable Special Operations Engineer Capability. The team has been professional, diligent, responsive, and able to adhere to nominated, and often dynamic, deadlines.”
